I'm a little nervous about planting anything now, since it's still a bit wintry outside. When can I safely begin to plant flowers and shrubs this year?
You are right about it being early however you can safely plant cold hardy Pansies, Dianthus and Snapdragons in containers and in beds. Annuals need to wait until the danger of frost has passed in mid May. Perennials can be planted as soon as the ground has thawed and the beds are prepared, the same with shrubs, trees and grasses.
